Automotive two post lifts are the workhorses of a municipal fleet garage, and a Dubuque fleet manager called us in the middle of planning a new maintenance building to ask which order to pour the concrete, run the electrical, and set the lifts. He had budget for three lifts across two bays, an annual state inspection cycle to hit, and a five-year replacement plan for his patrol and public-works vehicles. This is the sequencing guide we walked him through, because you cannot install automotive two post lifts as an afterthought in a new build, and doing them out of order is where a lot of municipal projects lose six months.

Step one: settle the vehicle list before you draw the building

Municipal fleets buy automotive two post lifts to service specific vehicles, and the vehicle list drives every other decision. His fleet ran patrol Explorers, small dump trucks, half-ton pickups, and one animal-control van. The heaviest common vehicle was 8,900 lb loaded, and the tallest was the animal-control van at 92 inches. Those two numbers set the lift capacity floor and the ceiling clearance requirement before we drew a single line on the building. We recommended 12,000 lb capacity lifts with overhead-style columns and 76-inch minimum column height, plus a 14-foot 6-inch ceiling in the building spec. If he had specced 10,000 lb lifts, he would have been overloading them within a year. Fleet growth almost always outruns capacity assumptions. Buy one class up.

Step two: pour the slab for the lift, not for the floor

New builds give you the rare chance to pour concrete that is designed for automotive two post lifts from day one. We had his architect specify 6-inch thick, 4,000 PSI concrete, with number-4 rebar on 12-inch centers, across the entire lift-bay footprint plus a 4-foot margin on all sides. That specification adds a modest cost to the pour and buys the city a slab that will hold multiple generations of lifts. Do not let a general contractor talk you into 4-inch concrete because “the rest of the building is 4 inches.” The lift bays are load-bearing structural elements, not floors. When the slab cures, we come in and core-sample to confirm the actual thickness matches the spec. Every once in a while it does not, and we catch it before the anchors go in.

Step three: electrical rough-in during framing

Rough in the lift electrical when the walls are open, not after drywall. For three automotive two post lifts, that means three dedicated 230V single-phase, 30-amp circuits, each with its own disconnect within reach of the lift, and conduit stubs coming out of the wall at 4 feet AFF within 10 feet of each driver-side column. Add a fourth circuit for the future fourth lift you are already thinking about. Municipal fleets always grow. His electrician also ran a separate ground bar for the lift bays because motorized lift circuits can throw dirty ground into shared shop electrical, and we did not want that near his diagnostic tools. Small detail, worth the trip back to the panel.

Step four: door and ceiling geometry

The doors and ceiling determine whether the taller fleet vehicles ever see the lift. His van was 92 inches with the roof rack, and his lift-arm working height at full column travel would put the roof at 156 inches with a foot of ceiling clearance. That worked in a 14-foot 6-inch ceiling. Overhead doors were specced at 12 feet clear, which passes the van with room. If any of those numbers had been tighter, we would have moved to baseplate lifts. Step five: schedule the install after commissioning

Municipal builds have a commissioning window where the mechanicals, electrical, and life-safety systems get inspected and signed off. Schedule the lift install after commissioning, not during. That protects the anchor field from other trades walking heavy carts across a cured slab, keeps the lifts under warranty (some manufacturers void warranty if the lift is stored on site for months before install), and gives you a clean punch list. His three lifts installed in a single week, one bay per day, with the third day used for training the fleet technicians on daily walk-around inspection. Training on the day of install sticks better than a video watched three months later.

Step six: state inspection workflow

The reason he was building the garage in the first place was to bring annual state inspections in-house for his fleet. Automotive two post lifts are the right tool for that workflow because the inspector needs full underbody visibility, brake caliper access, and suspension component inspection. We laid out his bays so the inspection lift was the middle one, closest to the inspector’s rolling toolbox, and the two flanking lifts were dedicated to service work. That put the inspection lift on the shortest cycle time and let the service bays run at their own pace. The workflow saves him about six percent of technician labor per year, which is real money over five years across a fleet of that size.

Step seven: build the maintenance calendar into the lift

The last piece we hand every municipal fleet is a maintenance calendar taped inside the power-unit cabinet of each of their automotive two post lifts. Daily walk-around inspection, monthly cable check, quarterly anchor-torque check, annual cable replacement inspection, and a five-year hydraulic seal service. That is boring, and it is the difference between a lift that lasts 25 years and a lift that lasts 12. Municipal budgets do not have room for surprise replacements.
