A municipal fleet manager in the Iowa Great Lakes region — think Spirit Lake and Okoboji — asked us to help spec new lift capacity for the town’s public works shop, which services patrol cars, brush trucks, and a couple of medium-duty utility trucks. Their existing setup was aging and the state’s shop safety guidance had gotten more specific about ALI certification and annual inspection paperwork. They wanted automotive two post lifts that would meet every current safety standard, handle suspension and shock replacement on a mixed fleet, and give the two full-time mechanics predictable working conditions across the year. This is the safety-first walkthrough we gave them, comparing three specific model numbers with the safety features called out line by line.

Safety obligations for municipal fleet operations

Municipal shops carry a different safety profile than private ones. Public workers on public equipment means public liability, and the town’s insurance carrier had started asking whether every piece of lift equipment carried ALI Gold Certification and current annual inspection paperwork. The old two-post did not carry either. That is not unusual for lifts installed twenty years ago, but it is a real problem when the insurance renewal cycle hits and the underwriter puts a specific question on the form that the fleet manager has to answer honestly. Automotive two post lifts that ship today all carry ALI certification; the question was which one to specify for this exact mix.

The other safety obligation is on the operating side. Municipal mechanics rotate through the bay on a schedule, and one may not use the lift for six weeks between assignments. That means the lift has to be intuitive, the safeties have to be obvious, and the training has to stick. Modern two-post safeties include mechanical lock ladders at each column, a visible shut-off bar, arm-restraint gears, and an emergency shut-off on the power unit. Every one of those needs to be labeled, tested annually, and documented in the shop’s safety binder. The town wanted a paper trail as much as they wanted the lift itself in the bay.

Rotary SPO10 versus SPO16 versus Challenger CL15 — the spec comparison

Three specific automotive two post lifts came into the comparison for the Great Lakes town. The Rotary SPO10 at 10,000-pound capacity, the Rotary SPO16 at 16,000-pound capacity, and the Challenger CL15 at 15,000-pound capacity. Patrol cars fit any of the three. The brush trucks — Ford F-450 chassis at roughly 12,000 pounds curb weight — needed at minimum the 15,000-pound machine to leave adequate margin. Medium-duty utility trucks over 15,000 pounds would need a heavier lift, but the town confirmed those went to a commercial shop rather than the town bay, so we could rule out the heaviest option in the lineup.

Spec numbers stacked up as follows. SPO10: 10,000 lbs, 79-inch rise, 118-inch drive-through, 20-amp single-phase. SPO16: 16,000 lbs, 74-inch rise, 132-inch drive-through, 30-amp single-phase or 20-amp three-phase. CL15: 15,000 lbs, 76-inch rise, 128-inch drive-through, 25-amp single-phase. Any of the three would work on the town’s electrical service. The rise numbers all cleared the town’s 13-foot ceiling with margin for the tallest brush truck at full lift. Column-to-column width mattered most for the brush trucks with the utility body’s rear mirrors extended on the outside.

Suspension and shock work as the primary duty cycle

Suspension and shock replacement is the highest-lift-utilization job on any municipal fleet. Patrol cars eat shocks under continuous idle-and-brake service; brush trucks eat springs under load. The two-post has to hold at full rise for the twenty to sixty minutes it takes to compress a spring, disconnect a mount, and swap the strut or shock. Every one of the three automotive two post lifts in the comparison holds full rise indefinitely on the mechanical lock ladder without hydraulic pressure — which is the whole point of the ladder and the reason ALI certification requires it as a design element.

Under a shock replacement, the tech is working directly overhead with a spring compressor and impact wrench. That is not the moment you want a lift to creep, and none of the three specified lifts will if they are properly maintained. The town’s biggest concern was actually the arm restraint under uneven loads — brush trucks with rear-mounted equipment sit heavier on the back axle, and the arms need to hold the front-back weight distribution without shifting. We spec’d truck-adapter pads on all four arms as a standard order line, which handles the frame-rail lift point on the brush trucks cleanly and safely.

ALI Gold Certification and the annual inspection paper trail

ALI Gold Certification is not a marketing badge. It is a third-party verification that the lift meets ANSI/ALI ALCTV safety standards for design and construction, and it is what most municipal insurance carriers will accept as evidence that the equipment is safe. Every current-production two-post from Rotary and Challenger carries the certification, and every model in this comparison does. What the town also needed was the annual inspection cycle documented — ALI publishes an annual inspection checklist that a qualified inspector runs on the equipment, and the paperwork gets filed with the town’s safety officer for the record.

Annual inspection typically runs a few hundred dollars per lift and takes an hour of a trained inspector’s time. It checks the anchor bolts for torque, the cables for wear and stretch, the arm restraints for engagement, the mechanical locks for full seating, and the hydraulic system for leaks. Daily safety walkaround for the mechanics

The daily walkaround is the first line of safety and the easiest to skip. On automotive two post lifts, the walkaround takes ninety seconds and it should never be skipped for any reason. Check the mechanical lock ladders engage and release cleanly at both columns. Check the arm-restraint gears click into position and release with the trigger. Verify the shut-off bar at the top of the column has not been bent. Look for cable fraying at the sheaves. Look for hydraulic drops on the floor under the power unit. If any check fails, the lift stays down until it is fixed properly and documented.

The town’s mechanics printed a laminated checklist and taped it to the power unit. That kind of visible reminder is worth more than any training video, because the checklist gets used every morning by whichever mechanic opens the bay. Municipal shops rotate personnel and the checklist survives the rotation regardless of who is on shift. We include a version of the checklist in every install packet, and we ask the shop foreman to sign off on it during the handoff walk so we know the crew has seen it and knows exactly how to use it.

Annual cable inspection and service intervals

Equalizer cables are the wear item that most lift owners underestimate. On automotive two post lifts, the cables run inside the columns and across the crossbar, and they stretch, fray, and eventually break if they are not inspected on schedule. The manufacturer service interval is annual for inspection and roughly every seven to ten years for replacement depending on duty cycle. A municipal fleet shop that runs the lift ten to twelve times a day will trend toward the shorter end of that window rather than the longer end.

What kills cables early is arc-strikes from welding, contamination from brake fluid or coolant drips, and sheave misalignment from a bumped column. The Great Lakes town does not do heavy welding under the two-post, but their crew occasionally taps a brake bleeder that sprays onto the cable, which shortens life if it is not wiped down promptly. We flagged all of this during handoff and left a cable service kit in the shop so the fleet supervisor could handle a swap in-house if the annual inspection called for one. Small investment, real longevity gain.

What we installed for the Iowa Great Lakes town

The final spec was a single Rotary SPO16 in single-phase 220-volt configuration with truck-adapter pads on all four arms and the overhead cable routing. That gave the town 16,000-pound capacity, which covers every vehicle in the fleet including the brush trucks with a comfortable safety margin. The overhead configuration cleared the 13-foot ceiling by over a foot at full rise on the tallest vehicle. Single-phase kept the electrical install simple and matched the existing panel service without any utility involvement or upgrade paperwork.

Automotive two post lifts of that class handle municipal fleet work for fifteen to twenty years with proper maintenance, and the town’s insurance carrier signed off on the paperwork the same week the ALI certification arrived in the mail. The mechanics ran their first shock replacement on the new lift the following Monday and reported the walkaround, the rise, the lock engagement, and the shock removal all went cleanly with no drama.
