ALI certification: what municipal fleets actually need

Municipal fleet purchase specifications almost always require an Automotive Lift Institute (ALI) certified lift. That’s a real certification with real testing behind it, third-party lab verification of capacity, safety-lock function, and structural integrity. Any hydraulic lift automotive column being sold into a municipal fleet needs to be on the ALI Gold Label list, and the purchase paperwork should reference the certification number directly. Procurement offices should never approve a spec that skips this step.

The reason this matters isn’t just paperwork. ALI certification means the lift’s safety-lock system is engineered and tested to defined standards. When you’re doing CV axle work with a tech under a raised truck, that safety system is the difference between routine service and a fatal incident. Ask for the certification number before you buy, verify it on the ALI database, and put a copy in the equipment file. Annual ANSI/ALI inspection: what it involves and who does it

ALI certification at purchase is only step one. The ongoing safety story is the annual ANSI/ALI-approved inspection, done by a qualified lift inspector. This is not a self-inspection, it’s a scheduled visit by a certified third party who walks a comprehensive checklist: anchor torque verification, cable inspection with borescope on swage fittings, safety-lock function test at each stop, hydraulic system pressure test, structural weld inspection, and a functional load test at rated capacity.

Municipal fleet safety programs typically require annual inspection documentation on file for every hydraulic lift automotive column in service. The inspection is not expensive, usually a mid-three-figure fee per lift, and the value is enormous. Doing CV axle work on a light-duty truck involves supporting the vehicle by the frame on the lift arms, allowing the wheels to hang free, unbolting the outer CV joint, sliding the shaft out of the transmission or transfer case, and reversing to install. The whole job takes an experienced tech an hour to ninety minutes. During that time the vehicle is fully at working height and the tech is directly under it with hands and head in the wheel well area.

The safety choreography matters. Before raising, verify the lift arms are engaged in the manufacturer-designated frame contact points, not on random pinch welds or non-structural points. Verify all four arm pads are seated with equal contact. An unequal pad load can shift when a wheel hangs free. Raise to comfortable working height, then lower onto the nearest safety-lock stop. Never trust hydraulic pressure alone for extended overhead work. The safety locks are what hold the load. If your municipal fleet’s technicians are working under lifts without engaging locks, that’s a training issue to fix immediately. A hydraulic lift automotive column in perfect mechanical condition still has to be operated correctly to be safe. The lock-engagement habit is the single most important operator practice.

Training: how municipal shops build lift-safety culture

Well-maintained ALI-certified lifts with documented annual inspection records retain roughly 40 to 55% of new-purchase value at the ten-year mark. That’s higher than most people expect, and it’s driven by three things: ALI documentation, complete maintenance records, and installed condition at time of pull.

What kills resale value is missing documentation. A ten-year-old lift with a full stack of annual inspection reports, cable replacement records, and a clean anchor-torque history sells for the top of the range. The same lift with no documentation sells for scrap plus a small premium. The mechanics of a municipal fleet lift rotation vary by procurement office, but the pattern is usually consistent: new lift is spec’d and ordered, install date is scheduled with the old lift still in service, on install day the old lift is decommissioned and removed, new lift is installed in the same footprint, and the old lift is either sold at auction, taken as trade-in credit, or scrapped. Which path the old lift takes affects the net cost of the transition materially.

Trade-in credit works when the vendor supplying the new lift is willing to accept the old one. We do this for our municipal customers when the old lift is a brand we can resell. Rotary and Challenger units in particular hold trade value, and we typically credit fleet buyers a percentage of the new-lift price against the trade unit. Auction typically nets higher gross but lower net after auction fees and coordination time. Scrap is the fallback for lifts that are past economic refurbishment. For any hydraulic lift automotive column with maintained records under fifteen years old, trade-in or auction is the right answer. Scrap should only be the exit for lifts with structural problems that can’t be resold. Talk to your vendor before commitment; the trade-in conversation is often flexible.
