We caught it before the concrete work started, not after, which is the entire value of doing this math with real numbers instead of estimates. Municipal buildings are also often older structures with lower or uneven ceiling lines than a purpose-built commercial garage, so we physically measure at the exact column locations, not just somewhere convenient in the middle of the bay.
