When an east-central Iowa municipal fleet manager asked us to spec a scissor lift for automotive maintenance in a city garage, the first thing on his list wasn’t capacity or price — it was documentation. Public fleet shops answer to risk managers, insurance carriers, and occasionally a city council, and every piece of overhead lifting equipment has to survive that scrutiny. His crew was replacing CV axles and half-shafts on light-duty patrol and inspection vehicles at a steady clip, and the old ramps and stands setup was slow and, frankly, hard to defend on paper. Walking the Bay Before Anyone Talks Price

A safety walkthrough starts at the floor and works up. We measured slab thickness with a core sample, checked for control joints and prior patches in the anchor zone, and looked at how water drains — floor drains under a lift platform complicate anchor placement more than people expect. Then we measured ceiling height, checked for sprinkler heads and conduit runs, and confirmed the door opening would clear the tallest vehicle in the fleet with the platform fully lowered.

Next came traffic flow. In a municipal shop, techs and drivers and sometimes the public share space. We looked at where the control station would sit, whether an operator standing at the power unit could see the full perimeter of the platform, and where a barrier or painted keep-clear zone made sense. Then power: most units in this class want 208-230V single phase, and older city garages sometimes have three-phase available but nothing convenient on the wall where the lift is going. Electrical is not usually included in a lift quote, and it’s a real line item. We also asked about the vehicles themselves. CV axle and half-shaft work means the wheels need to hang free, which rules out a drive-on platform without a rolling jack or wheel-free cutouts. That single job requirement narrowed the model list faster than any budget conversation would have.

Why Wheel-Free Access Drove the Spec

Half-shaft replacement is a suspension job. You’re separating a ball joint or knuckle, pulling an axle out of the hub, and prying a stub out of the transaxle. If the tire is sitting on a platform bearing the vehicle’s weight, none of that happens. The fleet needed the wheels unloaded and hanging, which on a scissor design means either an open-center full-rise platform with drop-out wheel plates or an auxiliary jack that lifts the vehicle by its frame points off the runways.

We spec’d a full-rise unit with wheel-free capability. It’s more equipment than a plain mid-rise pad lift, and it costs accordingly, but for a shop doing driveline and suspension work weekly it pays back in labor hours almost immediately. The alternative — a two-post — is genuinely the better tool for wheel-free work and we said so out loud. The reason it lost was ceiling height and floor flexibility. The city wanted the bay usable for other purposes when the lift was down, and a full-rise scissor drops nearly flush with the floor so a forklift or a parts cart rolls right over it. A two-post has permanent columns in the middle of the bay forever. That’s the honest trade: a scissor lift for automotive fleet work gives you a clear floor and costs you some undercarriage center access. Knowing which of those matters more to your operation is most of the buying decision.

Safety Systems We Verify at Commissioning

Every unit we install gets a commissioning checklist, and for a municipal customer we hand over a signed copy. The mechanical safety locks come first. On the model we installed, spring-loaded pawls engage at roughly two to two-and-a-half inch increments through the full travel, so the operator can park the platform at any working height and hear the locks set. We cycle the lift empty, then loaded, and confirm every lock engages and releases evenly on both sides. Uneven lock engagement is the number one warning sign of a leveling problem.

Then the hydraulics. We check for a velocity fuse or flow-restricting orifice that limits descent rate if a hose bursts, verify the relief valve setting, and bleed the system completely — trapped air makes a scissor platform feel spongy and can cause one side to lag. We test the deadman control so the platform stops the instant the operator releases the button. We verify the audible descent alarm works, because a silent lift coming down is a hazard in a busy shop. Finally we torque every anchor to the manufacturer’s spec with a calibrated wrench and record the values. That record matters twice: once for the risk manager’s file, and again if a warranty claim ever hinges on whether the equipment was installed to spec. We also post the load capacity placard and the operating instructions at the control station, which is both a code requirement and a practical one for a shop with rotating staff.

Warranty Coverage: What’s Actually Included

Warranty terms vary by manufacturer, but the shape is consistent. Structural components — the frame, the scissor arms, the platform weldments — typically carry the longest coverage, often five years. Hydraulic components including cylinders, hoses, and the power unit usually get one to two years. Electrical components like contactors, limit switches, and control boxes often get one year. Wear parts, hydraulic fluid, rubber pads, and anything damaged by overload, corrosion, or improper installation are excluded across the board.

The exclusion that catches fleet shops most often is environmental. A municipal garage in Iowa sees road salt tracked in every winter. Corrosion damage is almost universally excluded, and a rusted-through platform at year four is not a covered claim. The defense is boring: rinse the underside of the platform periodically, keep the lift clean, and don’t let brine sit in the scissor stack. The second common exclusion is unauthorized repair. If a city electrician rewires the control box or a tech swaps in a generic solenoid, coverage on the electrical system can evaporate. How a Claim Moves From Report to Repair

The workflow has four stages and you can shorten every one of them with preparation. Stage one is reporting. Stage two is technical review, where the manufacturer decides defect versus misuse. This is where your maintenance log and your commissioning documentation earn their keep. Stage three is parts. Some components ship from a domestic warehouse in two days; others come from overseas and take weeks. Training, Inspection, and the Paper Trail

Every operator should be trained on the specific unit — not lifts in general — and that training should be signed and dated. Cover load capacity, correct pad or arm placement for the vehicle types you service, what the lock engagement sounds like, what to do if the platform lags on one side, and the lockout procedure for service.

Annual inspection by a qualified inspector is the industry standard and, for a public fleet, effectively mandatory. The inspector checks structural welds, anchor torque, lock function, hydraulic condition, hose routing, and electrical integrity, and issues a report. File it. Between annual inspections, run a monthly walkaround: grease the pivots, wipe the cylinder rods, check hose chafe points where the arms scissor past each other, and confirm the platform sits level front-to-back and side-to-side. Write it down. In eight years of doing this we have never once seen a shop regret keeping records, and we have repeatedly seen shops lose warranty claims for lack of them. Is a Scissor the Right Choice for Your Fleet Bay?

Not always, and we’d rather tell you that up front. If your work is overwhelmingly transmission, exhaust, and center-underbody, a two-post gives you access a scissor structurally cannot. If you service extended-cab trucks and cutaway vans, check runway length carefully — short platforms leave long wheelbases hanging. If your ceiling is under eleven feet or your slab is marginal and you can’t cut and pour, that narrows things too. And if you’re storing vehicles rather than servicing them, a four-post is the cheaper and better answer.

Where a scissor wins is a bay that has to do double duty, a shop with clearance constraints, and work that’s mostly brakes, tires, suspension, and driveline. For the east-central Iowa fleet, that described about eighty percent of their volume, and the flush-floor advantage sealed it. Two years in, the unit has needed one hose replacement, handled under warranty with a two-day parts turnaround because the serial was registered and the maintenance log was current.
