Every shop owner we talk to in Iowa eventually asks the same question, usually about ten minutes into a service call: what exactly are the annual lift inspection ALI requirements, and does my shop actually have to follow them? The short answer is that ANSI/ALI ALOIM — the standard covering operation, inspection, and maintenance — calls for a documented inspection of every automotive lift at least once every twelve months, performed by a qualified lift inspector. Where the Requirement Actually Comes From

There is no single federal law that says “inspect your car lift every year” in those words. What exists instead is a stack of overlapping obligations that add up to the same thing. ANSI/ALI ALOIM is the consensus safety standard published by the Automotive Lift Institute, and it specifies a periodic inspection at intervals not exceeding twelve months. OSHA’s general duty clause, 29 CFR 1910 Subpart O, and the manufacturer’s own installation and operation manual all reinforce it. Nearly every lift manual we open — Rotary, Challenger, BendPak, Atlas — points directly back to the ALI standard for inspection intervals.

In practice, the pressure usually comes from three directions. Insurance carriers increasingly ask for inspection records at renewal. Manufacturer warranties get voided when a lift has been run for years without documented maintenance. And if someone gets hurt under a lift, the first document a plaintiff’s attorney requests is the inspection file. We’ve had Iowa shop owners call us in a panic after a carrier audit, needing every lift on the floor inspected inside of two weeks. That’s a bad time to discover you have three lifts with frayed equalizer cables.

Who Is Allowed to Perform the Inspection

This is where a lot of shops get tripped up. The standard calls for a “qualified lift inspector” — someone with documented training, experience, and knowledge of the specific lift types being inspected. ALI runs a Certified Lift Inspector program, and a certified inspector carries credentials that hold up cleanly under scrutiny. Your best tech, no matter how sharp, is not automatically a qualified inspector just because he’s greased a lot of columns.

Can a shop do its own inspections? The standard permits a properly qualified in-house person to perform them, but you’re then on the hook to prove that person’s qualifications if anyone ever asks. That’s a harder argument to win than simply having a third party do it. Most of the shops we work with in Iowa land on a hybrid: daily and monthly operator checks handled in-house by the techs who use the equipment every day, and the formal annual inspection handled by an outside inspector. That split satisfies the annual lift inspection ALI requirements without turning your service manager into a compliance officer. It also gives you a set of outside eyes on equipment your crew has stopped really looking at.

What Gets Checked on a Two-Post

Two-post lifts draw the most attention because they carry the vehicle on four contact points and depend entirely on mechanical locks and arm restraints. The inspector works through the anchor bolts first — torque, embedment depth, concrete condition around each base plate, and any cracking or spalling. We find more failures here than anywhere else in Iowa shops, usually because the original slab was thinner than the manufacturer specified or the lift was installed over a control joint.

From there it’s the equalizer cables and sheaves, the hydraulic cylinders and lines, the lock ladders and latch engagement at every position, the arm restraint gears, the swing arm pins, the overhead shutoff bar, and every safety decal and load-capacity label on the columns. Missing or illegible labels are one of the most common write-ups and one of the cheapest to fix. On a Rotary SPO12 or a Challenger CL10 that’s been in service fifteen years, we also look hard at column plumb and any twist in the carriages. The annual lift inspection ALI requirements ask for functional testing too — the unit gets cycled through its full travel loaded and unloaded, with the inspector listening for lock engagement at each notch and watching for drift after the valve is closed.

What Gets Checked on Four-Post, Scissor, and Inground Units

Four-post lifts shift the emphasis to the lifting cables. Cable inspection means looking for broken wires, corrosion, flat spots, and stretch — and confirming equal tension across all four so the runways stay level. Slack-cable safeties, cable sheaves and their bearings, runway welds, and drive-on ramp hardware all get looked at. On a home or storage-style unit, the caster kit and the jack tray hardware go on the list too.

Scissor and mid-rise lifts get scrutiny on the pivot pins and bushings, the mechanical lock bars, the torsion bar or synchronization system, and the hydraulic cylinder rod condition. Inground lifts are their own animal: the inspector is looking for evidence of hydraulic leakage into the surrounding soil, plunger condition, superstructure and adapter wear, and the integrity of the containment system if one is present. Older single-post and two-post ingrounds in Iowa buildings from the 1960s and 1970s frequently show environmental issues that go well beyond a normal inspection write-up. We’ve told more than one owner that the honest answer is replacement rather than repair, because chasing a leaking below-grade cylinder is money spent on borrowed time.

Passing, Failing, and the Tag on the Column

An inspection ends with the lift getting a status. A passing unit gets a dated inspection label affixed to the lift and a written report for your file. A unit with minor deficiencies may pass conditionally, with a list of items to correct and a follow-up date. A unit with a safety-critical failure — frayed cable, non-engaging lock, loose anchors, cracked weld — gets tagged out of service and should not carry another vehicle until the fix is made and verified.

Shop owners occasionally push back on that last part, especially when the tagged lift is the busiest bay in the building. We understand the pressure. But a lift that fails inspection and keeps working is a documented, dated record that you knew about a defect and used the equipment anyway. That is the single worst position to be in after an incident. The right move is to get the part ordered, get it installed, and get the unit re-verified. Most of the failures we see on Iowa floors are cable sets, lock ladders, arm restraint kits, and anchor replacements — parts that are in stock and installable in a day, not custom fabrication projects that shut a bay down for a month.

Building the Paper Trail Your Insurer Wants

Meeting the annual lift inspection ALI requirements is only half the job. The other half is keeping records that prove it. Your file for each lift should hold the original installation documentation, the manufacturer’s manual, the anchor torque record, every annual inspection report with the inspector’s credentials attached, and the repair invoices for anything corrected. We recommend a simple binder or shared folder organized by bay number, because that’s the format an adjuster or an attorney can follow without asking questions.

Daily and periodic checks matter here too. ALI’s operator materials call for a quick visual and functional check before use — cables, locks, arms, hoses, leaks — plus monthly and quarterly maintenance items like lubrication, bolt torque verification, and hydraulic fluid level. A one-page log taped inside the electrical cabinet works fine. Shops that keep that log have an easy time with the annual, because nothing on the report is a surprise. Shops that don’t keep it tend to get a long list of write-ups the first year and a much shorter one the second.
