When a city or county fleet in eastern Nebraska starts specifying an autolift garage, the conversation almost always turns to ALI Gold certification within the first ten minutes — and it should. Public fleets answer to procurement rules, risk managers, insurance carriers, and sometimes a union safety committee, and “we bought the cheapest lift that fit” is not a defensible position when someone gets hurt. What ALI Gold Actually Certifies — and What It Does Not
The Automotive Lift Institute runs a third-party certification program in which a lift model is tested by an independent lab against ANSI/ALI ALCTV standards. If it passes, that model carries the ALI Gold label. The important nuance for a fleet manager writing a bid: certification applies to a specific model and configuration, not to a manufacturer as a whole. A brand can have twelve certified models and three that are not. When a vendor tells you “we are an ALI member,” that is a different claim than “this model number is ALI certified.” Ask for the certificate. It is a public document and any legitimate supplier can produce it in a day.
What ALI Gold does not do is certify the installation. That is on the installer and on you. A certified lift anchored into four inches of questionable concrete, or wired to the wrong voltage, or installed with less than the required clearance from a wall, is no longer operating within its tested parameters. This is where municipal shops get exposed. We have inspected lifts in public works buildings where the equipment was flawless and the anchor pattern was in a slab seam. Why Alignment Work Drives the Lift Spec
Alignment is the use case that most narrows the field. A general service lift only has to raise the vehicle and hold it. An alignment lift has to hold the vehicle level and rigid, accommodate front turnplates and rear slip plates, and give the technician access to adjust tie rods and cam bolts with the suspension loaded. That means a four-post alignment rack in nearly every case, with runways cut and reinforced for turnplate pockets and a full-length rear slip plate track. Retrofitting a standard four-post to do alignment work is possible with some models but rarely worth it on a new build.
Capacity for municipal work runs higher than people expect. A city fleet is not just squad cars and inspector pickups — it is one-ton duallies with utility bodies, ambulances, mid-size dump trucks, and the occasional loaded service truck that weighs half again what the driver thinks it does. We usually spec 12,000 to 15,000 lb for a mixed light-and-medium municipal fleet, with 18,000 lb or better if Class 5 and 6 vehicles are in the mix. Rolling bridge jacks are mandatory for alignment because you need wheels-free access without losing the level reference. And runway length has to accommodate your longest wheelbase, which in a public works autolift garage is usually a crew-cab long-bed or a small tanker, not the sedan everyone pictures.
Concrete, Anchors, and the Nebraska Slab Problem
Eastern Nebraska has plenty of well-built municipal shops and plenty of buildings that were a grain shed in 1978. The slab is the first thing we test. ALI-certified lifts specify a minimum concrete thickness and compressive strength — commonly four to six inches at 3,000 PSI or better depending on capacity, with more required as you climb into heavy-duty. A four-post distributes load across four base plates and is more forgiving than a two-post, but alignment racks are heavier and the vehicles on them are heavier, so the requirement often lands at six inches.
We core sample when there is any uncertainty, and we check for reinforcement, sub-base condition, and expansion joints in the anchor footprint. Anchors cannot land in or too near a control joint, and they cannot land in a patch. If the existing slab does not meet spec, the fix is a saw-cut and a properly sized pad pour — not longer anchors, not epoxy, not hope. We have told fleet managers to spend money on concrete before equipment more than once, and none of them have regretted it. Document the concrete test in the project file. When a risk manager or an OSHA compliance officer walks through the autolift garage two years from now and asks how you verified the substrate, having a core report and torque values on paper ends the conversation immediately.
The Brands We Spec for Public Fleets
For municipal and commercial work we spec Rotary and Challenger, and for heavier applications the Challenger PKS platform. Both manufacturers have deep ALI-certified model lines, both are supported by a real parts network, and both have documentation packages that satisfy procurement without a fight. That last point is underrated — a bid that gets kicked back because the vendor could not produce a certificate or a load chart costs your shop a month.
Parts availability is the other reason we steer public fleets toward these brands. A municipal shop cannot have a lift down for six weeks waiting on an overseas container. Annual Inspection: The Requirement Most Shops Miss
ANSI/ALI ALOIM — the operation, inspection, and maintenance standard — calls for a qualified annual inspection of every lift in service. This is not optional, it is not the same as your tech giving it a look, and for a public entity it is the single easiest thing for a plaintiff’s attorney to ask about. A qualified lift inspector checks structural welds and columns, anchor condition and torque, cable and chain condition and equalization, hydraulic system integrity, all safety locks and their engagement, controls and electrical, arm restraints, and the presence and legibility of all safety labels and the operating manual.
What we tell fleet managers is to build the inspection into the annual budget cycle so it never gets deferred, and to keep the reports in a binder or shared drive that anyone can pull in thirty seconds. Between annual inspections, a daily and monthly operator check takes almost no time: listen for the locks engaging on every lift cycle, look for hydraulic weeping at the cylinder and hose fittings, check cable tension and that all four corners rise evenly, and confirm the runways sit level. On alignment racks specifically, a rack that has drifted out of level will produce alignment readings that are quietly wrong, and your shop will chase phantom pull complaints for months. Writing a Bid Spec Procurement Will Approve
Public purchasing usually requires competitive bids, which means your spec document does the work of protecting you. The specs that hold up include six elements. One: required capacity with the heaviest fleet vehicle named. Two: “ALI certified to ANSI/ALI ALCTV, certificate to be provided with bid” — that language alone eliminates the bottom-feeder quotes. Three: runway length and turnplate/slip plate configuration for alignment. Four: installation by a factory-trained installer with concrete verification included in scope. Five: parts availability commitment and lead time for common wear items. Six: first-year inspection included.

Budgeting Realistically for a Municipal Bay
Fleet managers usually ask for a number before they ask for anything else, and we understand why — capital requests get submitted a year ahead. Broadly, a certified alignment-capable four-post rack in municipal capacities lands in a mid-five-figure tier once you include rolling jacks, turnplates, and slip plates. Add installation, which varies with how much concrete work is needed. Add electrical if the bay does not already have the right service. A straightforward general-service four-post or two-post without alignment hardware runs substantially less, often less than half.
Where budgets go sideways is the items nobody put on the request: the dedicated circuit, the slab pad pour, the air drop, the lighting rework because the overhead crossbar now blocks two fixtures. We itemize all of it in the quote so there are no change orders mid-project. The other budget line worth defending is the annual inspection and a small parts reserve — a lift that goes down mid-week in a shop with no spare bay costs the city more in downtime than the parts ever will. Over a fifteen-year service life, a properly specified and maintained autolift garage is one of the cheapest safety investments a public works department makes.
