When a municipal fleet manager calls us about an autolift garage, the first question is almost never about the lift — it is about power. We had a city shop near the Iowa-Nebraska border reach out last spring after their maintenance crew condemned an aging lift mid-inspection. They had budget approved, a bay ready, and a plan to do wheel bearing service in-house instead of farming it out. What they did not have was a clear answer on whether the building could feed a new power unit, and nobody wanted to be the person who signed a purchase order for equipment that could not be energized. That is a completely normal place to be, and it is fixable in a week if you ask the right questions in the right order.

Single-Phase or Three-Phase: Ask the Panel First
Most lift power units are offered in three flavors: 208-230V single-phase, 208-230V three-phase, and 460V three-phase. The motor is the same horsepower class in each case; what changes is current draw, starter requirements, and whether your building can supply it. Single-phase is what almost every residential and small commercial shop has. Three-phase is common in municipal garages, public works buildings, and anything that was built with welders, compressors, or shop air in mind. Neither is inherently better for a lift, but three-phase motors start smoother, draw less current per leg, and tend to last longer under heavy cycling.
The mistake we see is assuming three-phase exists because the building looks industrial. Walk to the panel and read the label. A 120/208V four-wire panel is three-phase. A 120/240V three-wire panel is single-phase, no matter how big the main breaker is. Take a photo of the panel directory and the main breaker rating and send it to us before you order; we would rather swap a motor spec on a purchase order than swap a motor after delivery. On the Nebraska side of the river we also run into 480V service in older public works buildings, which usually means a step-down transformer already feeds the shop receptacles. In that case we can go 460V three-phase direct to the lift and skip the transformer load entirely, which is often the cheaper path. Getting this right at the quote stage is the single biggest time-saver in any autolift garage project.
Circuit Sizing, Disconnects, and What Your Electrician Needs
A typical two-post lift uses a 2 to 3 HP motor. On 208-230V single-phase, that generally lands on a 30-amp dedicated circuit; some manufacturers accept 20 amps for the smaller motors, but we spec 30 because voltage drop on a long run in a big building is real and a starved motor runs hot. On 208-230V three-phase, a 20-amp circuit is typical. On 460V three-phase, 15 amps is often enough. Those are starting points — the plate on the power unit is the authority, and your electrician will size conductors and overcurrent protection to code from that plate.
A few details municipal shops should hand their electrician up front. One: the circuit must be dedicated, not shared with a compressor or a door opener, because motor inrush on a shared circuit will nuisance-trip. Two: a lockable disconnect within sight of the lift is required in most jurisdictions and is a good idea everywhere, because lockout/tagout during maintenance is a lot easier when the disconnect is right there. Three: run the whip to the column the manual specifies, since the power unit mounts on one particular side and reaching across the bay with cord is not acceptable. Four: get the inspection scheduled. In our experience with public-sector work, the electrical permit and inspection is the item most likely to slip a go-live date by two weeks, and it is nobody’s fault except the calendar. We coordinate around it, but we cannot compress it, so start it the day the lift is ordered.
Safety Walkthrough Before the First Vehicle Goes Up
We do not hand over a lift and leave. On municipal jobs we walk the crew through a commissioning checklist, and we recommend the shop supervisor keep a copy posted in the bay. It starts with the mechanical items: anchor torque verified with a calibrated wrench, columns plumb within spec, overhead or baseplate hardware secure, arm restraints engaging and holding under load, and the lock ladders audibly catching on every click as the carriage rises. Then hydraulics: no weeping fittings, correct fluid level, cylinder rods clean and unscored, and equalization cables tensioned so both carriages arrive at the same height within tolerance.
Then the electrical side, which is where fleet shops tend to be less practiced. We verify rotation on three-phase installs, because a reversed leg will run the pump backward and it is not always obvious until nothing lifts. We confirm the up button is momentary-contact and the lowering valve requires deliberate two-hand action per the design. We test the emergency stop and the disconnect. And we make sure every person who will operate the lift watches a full cycle, understands where the locks are, and knows the rule that nobody works under a load that is not resting on mechanical locks. Hydraulics hold a car; locks hold a car when hydraulics fail. In a municipal autolift garage where six or eight different people touch the same equipment across two shifts, written procedure beats institutional memory every time. Wheel Bearing Service: Why the Lift Choice Matters
Wheel bearing service was the specific driver for that border-area city shop, and it is a good example of how the job dictates the equipment. Bearing and hub work requires the wheel off, the rotor off, and often meaningful force applied to a hub assembly — press work, slide hammer, or a puller. That means the vehicle needs to be at a comfortable working height, dead stable, and with unobstructed access to all four corners. A frame-engaging two-post is the right tool. A four-post with the wheels sitting on runways is the wrong tool for this specific job, though it is excellent for storage, alignment, and underbody inspection.
Capacity is the next call. Municipal fleets are not all pickups. A public works department may run half-ton pickups, one-ton service trucks, a dump body chassis, and a couple of Tahoes for the police side. We usually recommend a 12,000 lb two-post as the sweet spot for a mixed light-duty municipal fleet — it handles a loaded three-quarter-ton comfortably with margin, and the arm geometry reaches proper lift points on a longer wheelbase. Budgeting and Procurement in a Public-Sector Autolift Garage
Municipal buying has rules, and we work within them. Most of the city and county shops we deal with need either a formal quote for a council or board agenda, or a bid package with specifications they can put out. We write both. What we push for is a specification that describes performance and certification rather than a single brand and model number, because a spec that names only one model often gets rejected as sole-source, while a spec that requires ALI certification, a stated capacity, a minimum rise, an arm configuration, and available domestic parts support gets you the equipment you actually wanted through a legitimate competitive process.
On cost tiers: the lift itself is usually the smaller half of the total for a public-sector project. Add installation, electrical work by a licensed contractor, any concrete remediation, and permit and inspection fees. A realistic budget for a new commercial two-post in a fleet bay with existing adequate power and concrete runs in the low five figures all-in; add meaningfully to that if the slab needs cutting and pouring or if new service has to be pulled from a distant panel. Plan a line item for a first-year annual inspection and a small parts allowance too. An autolift garage is infrastructure, and it should be funded on an infrastructure timeline rather than as a one-time purchase.
Service Coverage Along the Iowa-Nebraska Border
