The panel tag said three phase. The meter said otherwise. What he had was a 240-volt single phase service with a subpanel that had been fed by a previous tenant’s welder circuit and never properly labeled. This happens constantly in older rural commercial buildings in Iowa, where the utility upgraded or downgraded service over the decades and nobody updated the directory.
