A municipal fleet manager up in the Iowa Great Lakes region called us for a car lift for storage that could hold a snow-plow-equipped patrol pickup between snow events and still serve as a tire-rotation lift for the rest of the year. Municipal fleets have safety protocols that go beyond what a private shop typically follows: signed torque logs, quarterly cable inspections, and formal lockout-tagout procedures during service. This article is the safety walkthrough we built with that fleet manager, and it applies to any operation where safety documentation matters more than convenience. Model selection for a municipal fleet car lift for storage
Municipal fleets have to buy equipment that passes procurement review, which means the manufacturer has to be recognized, the ALI certification has to be documented, and the warranty has to be transferrable if the fleet reorganizes. A car lift for storage that meets those tests almost always comes from Rotary or Challenger in the commercial catalog, or BendPak in the storage-oriented catalog. We steered our Iowa Great Lakes fleet toward a Rotary four-post because Rotary’s ALI-certified documentation package is the cleanest for municipal filings.
Capacity matters too. A snow-plow pickup with plow mount and full salt hopper can push 8,500 pounds unloaded and closer to 10,000 pounds with a full bed. That pushes past the entry-tier 7,000-pound storage lift and requires a 9,000-pound or 10,000-pound rated four-post. We specified a lift with 10,000-pound capacity even though the truck usually parks empty because a municipal fleet does not want to think about capacity ever again. Over-spec by 15 to 20 percent and the operator can focus on the work instead of the load number.
Spec comparison across the three brands we quote
When the Iowa Great Lakes fleet asked us for a formal spec comparison we built a side-by-side of three candidate car lift for storage models: a Rotary four-post, a Challenger four-post, and a BendPak four-post. The Rotary came in at 66-inch rise and 8,000-pound capacity in the base configuration, upgradable to 10,000 pounds with heavier columns. The Challenger matched the Rotary on rise but sat at 9,000-pound capacity in its base configuration. The BendPak offered a longer runway and a slightly higher rise but at a lower capacity tier of 7,000 pounds base.
All three passed ALI certification. The differentiators for the municipal buyer came down to spare-parts availability and Iowa-based service coverage. That regional support tipped the fleet toward Rotary because a broken lock cable in February on a snow-plow truck cannot wait five business days for freight from California. Regional stocking is not a spec line, but it belongs on the comparison worksheet.
Ceiling clearance and column footprint in a municipal shop
Iowa Great Lakes municipal shops in Spirit Lake and Estherville were built with tall ceilings because they store dump trucks and graders. Our target fleet had a 16-foot clear ceiling in the storage bay, which is generous even for a lifted patrol pickup. That gave us headroom to spec the taller-rise version of the car lift for storage at 82 inches without ceiling anxiety. A patrol pickup at 78 inches tall plus 82 inches of rise plus a service creeper underneath still fit comfortably under the truss.
Column footprint on the Rotary four-post is about 12 inches by 14 inches per leg. The runway span sits at roughly 110 inches column-to-column width-wise. The fleet’s storage bay measured 14 feet wide, so with the lift centered we had roughly 20 inches of aisle clearance on each side of the columns. That is enough to walk past a stored pickup with a tool cart. Anything less than 12 inches of aisle and we would have oriented the lift differently or moved to a different bay. Layout math has to include human passage, not just the lift itself.
Concrete verification and anchor documentation
Municipal fleets require documented anchor torque and slab-thickness verification before signing off on install. Our Iowa Great Lakes fleet had a six-inch reinforced slab with wire mesh, verified by the municipal engineer’s original construction drawings. That is well above the four-inch minimum any car lift for storage manufacturer requires. Anchor torque on the Rotary spec is 60 foot-pounds on the wedge anchors, in a cross pattern per column.
We documented each of the 24 anchors on this install with a serial-numbered torque log signed by our lead installer and countersigned by the fleet manager. That log lives in the fleet’s equipment file and satisfies the municipal audit requirement. Any private-shop customer who cares about long-term documentation can request the same torque log at no extra charge. It is one page per column and takes about ten extra minutes at the end of an install. Cheap insurance for anyone who ever has to prove the lift was installed to spec, and mandatory for a municipal buyer.
Tire rotation workflow with lockout-tagout
Once the car lift for storage is set, the fleet’s most common non-storage use is tire rotation. Municipal fleets rotate tires on a mileage schedule and document every service. The lockout-tagout procedure on a four-post storage lift with rolling jacks runs like this: raise the vehicle to comfortable working height, engage the mechanical safety locks by lowering the runway a quarter inch onto the pawls, apply a padlock to the power unit’s disconnect switch, and hang a tag with the mechanic’s name. Nobody touches the disconnect until the mechanic removes the padlock.
Tire rotation itself uses the rolling jack to lift the axle off the runway, which lets both wheels on that axle spin free. Cross-pattern rotation moves the front-left tire to the rear-right, front-right to rear-left, and so on. On a snow-plow patrol pickup we usually do a five-tire rotation that includes the full-size spare in the pattern to equalize wear across all five tires. Total time for a five-tire rotation on this lift is about 25 minutes for one mechanic. That documented workflow satisfies the fleet’s maintenance record and passes state inspection when the vehicle is up for annual review.
Cable inspection cadence and replacement rules
Every four-post car lift for storage uses steel cables to keep the runways level as the cylinder strokes. Those cables are inspection items with a defined life. ALI-certified inspection cadence is quarterly for cable visual inspection and annual for a formal load-cycle test. Cable replacement is condition-based; if any cable shows fraying, kinking, or visible corrosion, all cables get replaced as a set, not one at a time. Municipal fleets almost always follow the ALI cadence formally.
