A municipal fleet manager in Dubuque called us last winter about wheel bearing service on the city’s plow-truck fleet. He needed a hydraulic lift automotive rig that could handle a 26,000-lb tandem-axle truck safely, and he had one hard constraint: the shop is on a three-phase 208V feed that also runs a snowplow charge-station rack and two rollup doors. Electrical safety wasn’t optional. Every step had to satisfy the city’s own safety officer and the state electrical inspector. Here’s the walkthrough we gave him — the same one we give every municipal, county, and state fleet garage.

Step 1 — Confirm Phase Before Anything Else

The single biggest electrical mistake in fleet shops is buying a hydraulic lift automotive unit spec’d for the wrong phase. Most heavy-duty lifts — the four-post, mobile-column, and inground rigs municipal shops actually use — come in either single-phase 220V or three-phase 208/220/380/460V configurations. The motor and starter are different. You cannot rewire a single-phase power unit to three-phase after the fact, and vice versa. Walk out to your electrical room, look at the service transformer or panel schedule, and confirm whether your shop is single-phase or three-phase. If three-phase, note the voltage — 208V is common on smaller municipal buildings, 460V on larger industrial facilities. Our Dubuque customer’s shop was 208V three-phase. We spec’d a mobile column set with matching motors and starters. If we’d shipped the wrong phase, the entire install would have stopped on day one.

Step 2 — Size the Breaker Correctly, Not Conservatively

The instinct is to oversize. Don’t. A hydraulic lift automotive power unit draws a specific full-load amperage listed on the motor plate. The breaker should be sized per NEC to that FLA — typically 125% for continuous motor loads. Oversizing the breaker doesn’t help; it means the breaker won’t trip when a stalled motor is drawing dangerous current. On the mobile-column set for Dubuque, each column drew about 18 amps full-load. We spec’d 25-amp breakers per column, per NEC. The city electrician verified our numbers against their panel schedule before pulling wire. On heavy-duty two-post and four-post lifts with larger power units, you may be looking at 30 to 50 amp breakers. Follow the motor plate, not your gut. Step 3 — Dedicated Disconnect Within Sight of the Lift

NEC 430.102 requires a disconnecting means within sight of the motor and controller for every hydraulic lift automotive setup. In practice, this means a lockable safety switch mounted on the wall next to the lift, not just a breaker in a panel down the hall. Our Dubuque shop had never had a proper disconnect for their old lift — the previous install predated the current code. When we walked the shop with the city’s safety officer, this was the first thing flagged. We added a fused disconnect within six feet of each mobile column. Cost was minimal, safety improvement was substantial. If you’re inheriting an older lift as part of a shop retrofit, check for this disconnect before you turn the lift on for the first time under your ownership.

Step 4 — Lockout/Tagout for Wheel Bearing Service

Wheel bearing service on a plow truck means the wheels are off, the hub is exposed, and a technician’s hands are inside the rotational path of the driveline. If the lift comes down while that’s happening, the outcome is catastrophic. Every fleet shop should have a written LOTO procedure: raise the truck, engage the mechanical safety locks, drop the power to the lift at the disconnect, tag it, and only then remove the wheels. Our Dubuque customer’s safety officer added the disconnect padlock step to their shop procedure the same day we installed. This is not paranoia. We’ve been called out to fleet shops where a hydraulic lift automotive rig drifted down slowly overnight because of a bypassing valve in the power unit — the mechanical locks are what saved the vehicle from sitting on the floor.

Step 5 — Grounding, GFCI, and Wet Environments

Fleet shops that wash plow trucks inside are wet environments part of the year. Any hydraulic lift automotive electrical run in a wet-classified area needs proper grounding to code and, where required, GFCI protection on receptacles nearby. The lift motor itself is not typically on a GFCI (nuisance tripping under starting inrush current is a problem), but any convenience outlets on the lift column or nearby wall should be. Our Dubuque shop retrofitted GFCIs on all outlets within six feet of the mobile column columns during the same install. Small change, meaningful safety gain. Step 6 — Annual ALI Inspection and Electrical Retest

ALI (Automotive Lift Institute) recommends annual inspection of every lift in commercial service, and municipal fleet shops are commercial by any reasonable reading. The annual inspection covers cylinders, cables, arms, safety locks — and electrical components including the power unit motor, contactors, and disconnect. The important part is that it happens every year and the paperwork is filed. Municipal fleet shops are inspected by state OSHA and by their own insurance carriers. A signed annual lift inspection is the fastest way to answer either one.
