On a portable vehicle scissor lift at a middle lock position, that clearance is 24 to 30 inches, which is enough to sit on a stool, catch the fluid in a wide pan, and unbolt the valve body if the service extends into a filter change.

For municipal cruisers running high-mileage, high-idle duty, transmission service intervals compress from the manufacturer’s stated 60,000-mile spec to more like 30,000 miles in real municipal use. That means the mechanic services transmissions more often, and each service is faster on a portable scissor by roughly an hour compared to jack stands. Over a fleet of a dozen cruisers that runs 25,000 miles annually, the labor savings on transmission service alone recover a substantial portion of the lift’s annual carry cost. That is the number municipal finance committees want to see on the justification memo.

Financing Terms We Structure for Municipal Buyers

Municipal financing for a portable vehicle scissor lift generally runs through one of three channels: an outright purchase using capital budget, an equipment lease-to-own arrangement through the department’s usual leasing partner, or a state cooperative purchasing agreement if the municipality is a member of one. We work through all three regularly. Outright purchase is simplest because the transaction is a single line item, delivery, and installation training. Lease-to-own spreads the payment over 36 to 60 months and preserves capital budget for other equipment, which is what most border-region cities prefer.

State cooperative purchasing agreements matter because they eliminate the requirement for the municipality to run its own bid process. Iowa and Nebraska both operate cooperative programs that include lift equipment on their approved lists. Interest rates on municipal lease-to-own equipment are usually lower than commercial rates because the counterparty is a tax-exempt public entity. The exact rate depends on the leasing partner and the department’s credit history, but the range we see is a few percentage points below prime for well-established municipalities.

On outright purchase the payment schedule is simpler: contract signing, delivery, and payment on delivery or within 30 days depending on the department’s payables policy. We can accommodate either. On coop purchases the schedule follows the coop’s payment terms, which are usually net-30 from invoice. Lock Systems and Load Testing Before Every Use
