There is also a middle path we use in older shops: an engineered surface-mounted steel base plate or a thicker topping slab bonded to the existing floor, but only where an engineer signs off. What we will not do is set longer anchors in thin concrete and call it good. Epoxy anchors have their place in specific manufacturer-approved applications, but they are not a substitute for slab thickness.
