Municipal fleet managers along the Iowa-Missouri border, meaning Council Bluffs, Shenandoah, Bedford, Lamoni, and Corydon, spec automotive two post lifts for a specific and unusual use case: winter storage of seasonal patrol vehicles and summer road-maintenance trucks. A patrol SUV parked on a lift for four months takes different loading than the same SUV cycled every day. And when you are spending public money on public equipment, safety certification is not a preference; it is a purchase order requirement. Here is the safety-first walkthrough we have done with fleet managers up and down the border.
Every commercial two-post we ship is ALI Gold with the directory listing on file for your PO packet.
The Seasonal Storage Use Case
County and city fleet managers along the border rotate vehicles seasonally: patrol Tahoes get parked when weather grounds them, summer mowers and mud trucks come out of storage in April, snow-plow spec trucks vanish in May. Automotive two post lifts serve two purposes in that rotation: they get the stored vehicle off the tires so brake rotors do not rust into the pads and tires do not develop flat spots, and they let a technician do a quick undercarriage inspection at the start and end of storage. Not every fleet manager thinks about storage-on-lift as a workflow, but the ones who do save real money on tires and brake work every year. A single storage cycle that ruins one set of tires costs more than the labor to park it on the lift.
ALI Gold Is Not Optional for Public Fleets
Municipal purchase orders across Iowa and Missouri now require ALI-certified automotive two post lifts on any state or federal funding source. Missouri DOT-adjacent purchases specify ANSI/ALI ALCTV compliance explicitly. Iowa county sheriff’s departments that grant-fund garage equipment through DOJ programs face the same requirement. There is no argument. If the lift does not have current ALI Gold, the purchase gets kicked back at the auditor level and the fleet manager has to re-quote from scratch, sometimes six weeks later. We have watched that happen twice in the last three years. Save yourself the loop and ask for the ALI directory listing at quote time. Our ALI Gold explainer covers what to include in the PO packet.
Model Comparison: Rotary SPO12 vs Challenger CL12
The two automotive two post lifts we spec most often for border-region municipal fleets are the Rotary SPO12 and the Challenger CL12. Both are 12,000 lb capacity, both are ALI Gold, both are asymmetric. The Rotary uses a symmetric-optional two-piece arm; the Challenger uses a three-stage telescoping arm. The Rotary power unit is 3 HP; the Challenger’s is 2 HP. The Rotary has a shorter cable warranty (2 years vs 3); the Challenger’s overall structural warranty is shorter (2 years vs Rotary’s 5). Neither is a clear winner. For a municipal fleet doing seasonal storage, we lean Rotary for the longer structural warranty because storage means the lift sits static under load for months, which is a stress mode most warranties do not love.
Model Comparison: 12,000 lb vs 15,000 lb
When the fleet has any F-450 or Ram 5500 in the mix, and most border-county fleets do because plow trucks are heavy, 12,000 lb capacity is not enough. A 12,000 lb rated automotive two post lifts on a curb-weight-14,500 truck is either a code violation, an insurance disaster, or both. Move up to 15,000 lb: Rotary SPO15, Challenger CL15, Forward CR15. The delta in cost is $1,800 to $2,600 depending on the model and arm configuration. That is the cheapest insurance policy a fleet manager will ever buy. Do not try to save on capacity when the fleet includes heavy trucks. And do not average across the fleet: the lift has to handle the HEAVIEST truck you will ever park on it, not the average.
Safety Systems That Matter for Storage-Duty Lifts
Automotive two post lifts intended for long-term vehicle storage need functioning mechanical locks, not just a hydraulic hold. Every ALI-Gold lift has a spring-loaded ratcheting lock that engages every 4 to 6 inches of column travel. When you park a vehicle on the lift for four months, you set the lock and RELIEVE hydraulic pressure. The vehicle is now held mechanically, not by a pressurized hose that could weep or fail overnight. Inspect the lock ratchet, the release cable, and the lock spring every quarter, at minimum every time you cycle a stored vehicle. If any of those wear out during a storage period, the lift is not safe to lower. We stock replacement lock parts and release cables for all major brands in Ames and ship next-day to border counties.
Concrete Requirements for Fleet Yards
Border-region municipal fleet yards were mostly poured in the 1960s, 70s, and 80s, and the concrete specs vary wildly by decade and by county public works standard. Automotive two post lifts require 4-inch minimum 3,000 PSI concrete for 10,000 lb units and 4.75-inch minimum 3,500 PSI for 12,000-15,000 lb units. Before we install any municipal lift, we core-drill and test the slab. Half the time it passes; a quarter of the time it needs a saw-cut and pour of two 3’x3′ column footings; the remaining quarter of the time it needs a full pad replacement. Getting the slab tested BEFORE the purchase order lets the fleet manager put the pad work in the same PO as the lift, which usually clears procurement faster than trying to bolt it on later. Our concrete requirements guide lists the tests we run.
The Municipal Install Timeline
From purchase order to a running lift, a municipal automotive two post lifts install on the Iowa-Missouri border takes 4 to 8 weeks: 2 to 3 weeks for the lift to ship, 1 to 2 weeks for coordination with the fleet-yard schedule, 1 day of install, and 1 day of ALI-recommended acceptance testing. Acceptance testing includes a load-hold test, a lock engagement check, and a first-cycle safety walkthrough with the fleet manager and a mechanic present. We give the fleet manager written documentation of the acceptance test, because the auditor will want it later at year-end. If you are a border-county fleet manager and you are planning a 2026 lift purchase, call 800-674-9302 by mid-year to lock the install slot before the fall crunch when everyone remembers they have leftover budget.
