A municipal fleet manager in eastern Nebraska called us after a state safety inspector wrote up his shop for a stuck arm restraint on an aging car lift in bay three. He needed a walkthrough that would satisfy the inspector, protect his technicians, and let the fleet crew get back to exhaust and driveline work without another citation. Why arm restraints exist and what an inspector looks for

Arm restraints are the small gear-and-pawl assemblies at the base of each swing arm that lock the arm’s rotation once weight is on the pad. Every ALI-certified car lift built after roughly 1999 has them, and the safety inspector’s job is to verify each restraint engages positively when the arm is loaded. In the eastern Nebraska shop, the bay-three unit had a restraint gear worn down to a nub on one arm, likely from years of technicians raising the lift on an unloaded pad and letting the arm swing. The write-up was fair. The inspector wanted proof of positive engagement on all four arms before the lift returned to service. We tested each arm with a torque wrench simulating side load, replaced the worn gear with an OEM-spec part from stock, and photographed the engagement for his file. That is the level of documentation a public fleet needs whether the inspector is state, OSHA, or a risk-management insurer.

Mechanical safety-cam engagement, step by step

Beyond the arms, the mechanical safety cams inside each column are the primary hold-in-air mechanism on a two-post car lift. As the carriage rises, spring-loaded pawls click into ratchet slots at fixed intervals. Every technician should hear that click, and every technician should test the safety by raising the lift a foot, releasing hydraulic pressure, and confirming the carriage seats onto the pawl rather than drifting downward on fluid. We ran that test on all three of the shop’s active lifts. Two passed. One did not, because the release cable had rusted in the retracted position and the pawls were not fully extending under spring load. That is a defect that becomes lethal the moment a hydraulic line fails. We cleaned the cable, replaced the return spring, and re-tested. Every fleet car lift should get that same test at the start of every shift, and it should be written on the pre-use checklist by the time-clock.

Exhaust and driveline access without dropping the arms

The fleet’s daily work is exhaust work on Class-3 and Class-4 vehicles with heavy driveline components. That means technicians spend a lot of time under the raised lift with the arms in their working position. The temptation is to drop the arms slightly for clearance around a differential or a transfer case. Do not. Once the arms are loaded and locked, they should not move until the vehicle is set back on the ground. Instead, we spec longer arm extensions or taller stack adapters when the standard adapter puts the pad too close to a component the tech needs to reach. On the eastern Nebraska lifts we added 6-inch stack adapters to the two units running the most exhaust work, which gave the technicians another half-foot of vertical clearance to a muffler flange without touching the arm position. Every safe car lift install should end with the arm-extension inventory matched to the shop’s actual vehicle mix.

Hydraulic hose and cylinder pre-shift inspection

A car lift that holds on cams and arms still relies on hydraulic pressure to raise and lower under control. A leaking cylinder or a chafed hose is a lower a technician cannot control, and that is where a vehicle drops uncommanded on the way down. We walked the fleet through a pre-shift visual: cylinder rods clean and dry, no oil weeping past the seal; hoses routed through the column channel without kinks; fittings dry at every junction; and reservoir level within the sight-glass window. The eastern Nebraska shop had one weeping cylinder we scheduled for a seal kit the following week, and one hose chafed by a poorly routed air line. That air line got moved. The seal kit went in on the Saturday shift. A fifteen-minute inspection at start of shift catches ninety percent of the failures that would otherwise become an emergency mid-repair.

Vehicle spotting on a fleet car lift

Half of the arm-restraint wear in a fleet shop comes from off-center vehicle spotting. A technician who pulls a truck onto the lift with the front tires two feet forward of the arm sweep will load one arm harder than the other, twist the restraint gear, and shorten every mechanical safety’s life. We taught the eastern Nebraska crew to spot vehicles using floor tape marks tied to the arm-pad reach for each fleet vehicle class. A Ford F-350 with a service body has different lift points than a passenger sedan or a compact utility unit, and the tape system lets any technician spot correctly in the first attempt. Fleets that spot well see their car lift wear items last decades. Fleets that spot poorly go through arm-restraint gears and slider blocks on a schedule they cannot afford. The tape roll costs less than a coffee. The savings are real.

Annual ALI inspection paperwork and what it protects

The ALI Lift Certification Standard calls for an annual inspection by a qualified lift inspector, and that certificate is what a fleet shop shows an insurer or a public-agency risk manager after any incident. We perform those inspections on-site across eastern Nebraska and Iowa, including a full checklist that covers cables, cylinders, hoses, safety cams, arm restraints, anchor torque, and rated capacity marking. The paperwork goes in the shop’s operations binder next to the pre-shift checklist. If the fleet ever has a claim, the two documents together are the difference between a covered incident and an uncovered one. We recommend every fleet with even a single car lift budget for the annual and keep the paperwork current. It is the cheapest insurance a public-sector shop can buy, and it is what an inspector will ask for at the beginning of the next audit.

Getting a fleet back to compliant service

The eastern Nebraska fleet was back in compliant service within a week of the initial write-up. We swapped the worn arm restraint, replaced the sticky safety-cam release, added stack adapters, adjusted the vehicle spotting protocol, and issued a full ALI inspection certificate for the two remaining units. Total downtime was five working days on a single bay. The fleet manager tells us the technicians are noticeably more confident on the lift now that the safety mechanicals click positively every time.
