Setting up an autolift garage for a municipal fleet in east-central Iowa is usually 20 percent equipment decision and 80 percent logistics, and the part nobody plans for is the day the freight truck shows up. We get the call every spring: a city or county fleet supervisor has budget approval, annual state inspections are coming due, and there’s a 48-foot dry van sitting at the shop apron with two crated two-post lifts on it and a driver who has a delivery window in Cedar Rapids in two hours. Why Freight Planning Comes Before Lift Selection

Most fleet managers start with capacity and model number. We start with the loading dock — or the lack of one. A typical municipal shop in a town of four thousand people has a pair of 14-foot overhead doors, a gravel or asphalt apron, and no dock. That single fact determines more about your installation timeline than which brand of lift you buy. A crated 10,000 lb two-post arrives on the trailer floor weighing somewhere around 1,700 to 2,000 pounds depending on the model and the accessory package. Columns are the heavy, awkward, top-tipping part. Powerunits, arms, hardware boxes, and overhead beams come separately and can shift in transit.

When we quote an autolift garage project for a city or county fleet, the freight conversation happens in the same email as the price. We want to know: what’s the surface the truck will park on, is it frozen or thawing, do you have a forklift on site or does the neighboring public works building have one, what’s the rated capacity of that forklift, and who is licensed to run it. In east-central Iowa we’ve had trucks sink axle-deep into a spring-thaw gravel lot in April. We’ve also had a driver refuse to lift-gate a column because the crate exceeded the gate’s rating. Both problems are cheap to solve two weeks out and expensive to solve at 7 a.m. with a truck idling.

Lift-Gate, Forklift, or Rollback: Picking the Unload Method

There are three realistic ways freight comes off a trailer at a small municipal shop, and each one carries a different risk profile. A lift-gate delivery is the default for residential and light-commercial addresses, but gates are typically rated in the 1,500 to 3,000 lb range and many carriers cap what they’ll actually put on one at well under the plate rating. A single two-post column crate usually fits. A palletized overhead assembly with the powerunit strapped to it sometimes does not. Confirm the gate rating in writing before the shipment leaves the terminal.

A forklift is the cleanest option if you have one with the reach and the capacity. Most municipal shops we serve have a 5,000 lb warehouse forklift at the street department, which is plenty of capacity but often short on fork length for a nine-foot crate. We tell fleet managers to measure their forks and check whether extensions are available. The third option — a rollback or flatbed with a winch, or a skid steer with pallet forks — works fine and we’ve used it plenty of times in this state. What does not work is six guys and a pry bar trying to walk a column crate off the back of a trailer. That’s how people get pinned. If none of the three methods is available on your delivery date, reschedule the delivery. Freight redelivery fees are a rounding error next to a crush injury and the OSHA follow-up that comes with it.

Receiving Inspection: What to Check Before You Sign

The bill of lading is a legal document and your signature on it is a statement that the shipment arrived intact. We coach every fleet customer through the same five-minute inspection before the driver leaves. Walk the crates. Look for punctures, crushed corners, water staining, and shifted banding. Count the pieces against the packing list — a two-post typically ships as multiple handling units, and a missing hardware carton will stop your install cold even though everything expensive arrived.

Check the powerunit carton specifically. It’s the smallest, lightest box on the shipment and the one most likely to have been stacked under something heavy at a cross-dock. A dented reservoir or a cracked motor housing is obvious. A bent solenoid stem or a sheared fitting is not, and that’s why we ask receiving personnel to open the carton at delivery rather than after the driver pulls out. If you find damage, note it on the bill of lading in specific language — “column crate B punctured, sheet metal creased, 18-inch tear” — and photograph it before anything moves. Vague notations like “damaged” get concealed-damage claims denied. In our experience the carriers serving east-central Iowa are reasonable when documentation is clean and immovable when it isn’t. Your autolift garage project can absorb a two-week parts delay; it cannot absorb a denied claim on a bent column.

Staging Crates in a Working Municipal Shop

Here’s the practical problem nobody warns you about: your shop still has to run while the lift sits in crates. Squad cars need oil changes, the plow trucks need brake work, and the annual state inspection schedule doesn’t pause for your capital project. So where do 2,000 pounds of lift components live for the eight or ten days between delivery and installation?

The answer is not “in the middle of the bay.” We ask fleet managers to designate a staging footprint before delivery — ideally against a wall, out of traffic, on a surface that won’t be driven over, with the columns laid flat or securely braced rather than standing on end in their crates. A crated column standing upright is a tipping hazard, full stop, and it looks stable right up until somebody backs a tandem into it. Lay them down. Block the crates so they can’t roll. Keep the hardware and small-parts cartons together and inside a locked room if the shop shares space with public works, because in every autolift garage build we’ve done, the one thing that goes missing is the anchor bolt box. Also think about temperature. If your staging area is unheated and the shipment sits through a January cold snap, let hydraulic components come up to shop temperature before you fill and bleed the system — cold oil and cold seals make a first-start pressure test read like a failure when nothing is actually wrong.

Concrete, Anchors, and the Inspection Bay Layout

Freight is only half the safety story. The other half is what the lift bolts into. Municipal shops in this part of the state span an enormous range of build dates — we’ve worked in 1950s block buildings with four inches of unreinforced slab and in 2019 metal buildings with a proper six-inch pour and rebar on grade. Manufacturer anchor specs for a 10,000 to 12,000 lb two-post typically call for a minimum slab thickness in the four-and-a-quarter to six-inch range at a specified compressive strength, and that requirement is not negotiable.

We core-test or at minimum hammer-probe and measure before we ever set a column. If the slab is thin, the fix is a cut-and-pour footing pad, and it’s better to know that during budgeting season than the morning of installation. Layout matters too, especially when annual state inspections are the primary use case. Inspectors need to walk both sides of a vehicle, get a light on the undercarriage, and check steering and suspension components with the wheels hanging free. That argues for generous side clearance and a symmetric or asymmetric configuration chosen deliberately rather than by default. We also map the overhead: light fixtures, unit heaters, radiant tube, and door tracks all conflict with lift columns and overhead beams in ways that are obvious on paper and invisible until you’re holding a beam over your head. Measure the true clear height under the lowest obstruction, not the ceiling.

Power, Air, and the Utility Work That Should Happen First

The electrical and pneumatic rough-in should be complete and inspected before the lift crates arrive, not after. We say that constantly and it gets ignored constantly, usually because the electrician’s schedule and the freight schedule are managed by different people. A standard two-post powerunit runs single-phase 208-230V on a dedicated circuit, and larger commercial units run three-phase. Municipal shops frequently have three-phase available at the panel and single-phase at every existing receptacle, which means a new home run and possibly a new breaker.

Get the disconnect located on the correct column side. Powerunits mount on a specific column depending on how you orient the lift, and rerouting conduit after the fact is a day of labor for no reason. Air matters too — most two-post lifts use shop air for the mechanical lock release, and if your nearest air drop is forty feet away you need that line run before the columns are standing. One county shop we worked with in this region had everything else perfect and then discovered the compressor didn’t have the capacity to keep up with the lift plus two impact guns during an inspection push. They added a receiver tank. Small fix, but it came out of a different budget line and delayed sign-off by a month. Turning the Delivery Plan Into an Install Day That Works

When all of this is sequenced properly, installation of a pair of two-post lifts in a municipal autolift garage is a one-to-two-day job with a two-person crew. When it isn’t sequenced, the same job stretches across three weeks of return trips. The difference is entirely in the front-end planning we’ve walked through here, and none of it costs money — it costs a couple of phone calls and a tape measure.
