A public works supervisor in northern Missouri walked us through his shop over the phone last winter: two bays, a mixed fleet of pickups, a pair of dump-body one-tons, mowers that come off the trailer in April and go back in the shed in November, and one aging lift that nobody entirely trusted. He needed to spec automotive two post lifts for a budget cycle that closes in ninety days, and he needed the paperwork to survive a safety review from a board that does not know a swing arm from a carriage. That is a common situation and a solvable one, but it has to be approached safety-first — capacity math before model numbers, and inspection planning before the purchase order goes out.

Capacity Math Before Anything Else

Fleet shops get burned on capacity more than any other buyer category, because the vehicle mix drifts over the years while the lift stays the same. Somebody specs a 10,000 lb unit for a fleet of half-tons, and eight years later there is a service body one-ton with a crane on the back rolling into the bay. The rule we give every fleet manager: take the gross vehicle weight rating of your heaviest unit, not its curb weight, and buy above that. GVWR accounts for the tools, fuel, salt, and equipment that live in the truck permanently.

Then account for weight distribution. A two-post carries the vehicle at four points, and the capacity rating assumes a reasonably balanced load. A dump truck with a loaded bed or a utility body with everything mounted behind the rear axle puts a disproportionate share on two arms. Most manufacturers publish a per-arm rating alongside the total — a 12,000 lb unit is usually rated 3,000 lb per arm. If your fleet skews rear-heavy, that per-arm figure is the real constraint. For a typical municipal mix in northern Missouri, we usually land customers on 12,000 or 15,000 lb automotive two post lifts rather than 10,000, and the price difference is smaller than most people expect. Buying capacity you do not need today is cheap insurance against a fleet change you cannot predict.

Model Numbers and What They Actually Tell You

Once capacity is settled, the model numbers stop being alphabet soup and start being useful. Rotary’s SPO series is the workhorse two-post line — an SPO12 is a 12,000 lb symmetric or asymmetric clearfloor unit depending on the suffix, and the SPOA variants denote asymmetric arm configuration. Rotary’s SPO15 and SPO18 step up into the heavier fleet range with taller columns and longer arms. Challenger’s CL series follows similar logic: a CL10 is a 10,000 lb two-post, the CL12 and CL15 climb from there, and the E-suffix models denote overhead versus baseplate configurations.

What the model number does not tell you is the stuff that matters on a spec sheet review: overall height, drive-through clearance between columns, minimum and maximum pad height, rise time, and motor voltage. We pull the actual manufacturer spec sheet for every quote and hand it over as part of the package, because a fleet purchase usually has to survive a comparison against two other bids and a board member who wants a line-item explanation. When you are comparing automotive two post lifts across brands, line up drive-through width first — a 10,000 lb unit with a narrow column spread will not take a wide dually mirror-to-mirror, and that discovery on delivery day is the worst kind of surprise. Overhead or Baseplate in a Municipal Shop

Public works buildings tend to be tall, which is good news — most have the 14-plus feet of clear ceiling that overhead two-post configurations want. Overhead is generally the better choice for a fleet shop because the floor stays completely clear. When you are rolling a floor jack, a transmission jack, a parts cart, and a drain pan around a bay all day, a baseplate channel crossing the floor becomes a daily annoyance and a genuine trip hazard the safety committee will eventually notice.

The exception is a shop with an obstructed ceiling. Radiant tube heaters running the length of a bay, overhead door tracks on a high-lift configuration, exhaust reels, and hose drops all steal clearance, and in a municipal building those are usually not movable without a contractor and a change order. In that case baseplate is the right answer and there is nothing second-rate about it — the hydraulics and equalization cables just run low instead of high. Measure to the lowest obstruction directly over the intended lift footprint, not to the peak of the building. Seasonal Vehicle Storage and Why the Lift Is Not the Answer

Northern Missouri fleet shops have a storage problem every year. Mowers, brush equipment, and summer trucks need to go somewhere from November through March, and the temptation is to park something on the two-post and leave it there. Do not. A two-post is a service lift, not a storage lift. Leaving a vehicle suspended for months puts continuous load on the mechanical locks and the hydraulic system, invites cable stretch and seal creep, and — most importantly — nobody is standing there watching it. If long-term storage is part of the plan, that is a four-post conversation, and we will happily point you at a four-post with a rolling jack instead.

What automotive two post lifts do give you seasonally is throughput. Spring changeover and fall winterization are compressed windows where a fleet shop needs to move a lot of vehicles quickly — fluid changes, brake inspections, undercoating touch-ups, and pre-season safety checks. A properly specced two-post cuts each of those jobs down because the tech has full underbody access without moving anything. We tell fleet managers to plan the bay layout around the busiest week of the year, not the average week. If your shop does forty units in two weeks each spring, that math justifies a second lift far more clearly than any general productivity argument will. Concrete, Anchoring, and the Documentation Trail

Municipal buildings often have excellent concrete — thick pours designed for trucks and equipment — but “often” is not “always,” and older public works garages sometimes have patched slabs, buried conduit, or in-floor heat lines nobody has a drawing for. That last one is the real hazard. Drilling anchor holes into a slab with hydronic heat tubing is an expensive, wet mistake. Before we quote an install we ask directly whether there is in-floor heat, and if the answer is “maybe,” we scan before we drill.

Assuming the slab is clear, the requirements are straightforward: manufacturer-specified minimum thickness and PSI, adequate distance from expansion joints and slab edges, and anchors torqued to the published value with a calibrated wrench. That torque figure goes in the install documentation, and for a municipal buyer the documentation is half the value of hiring a professional installer. You want a paper trail showing an ALI-certified unit, a documented installation, and a scheduled annual inspection — because when something goes wrong in a public shop, the first question is always whether the equipment was maintained to standard. Daily Safety Practice That Keeps the Lift Honest

Equipment does not fail on its own schedule. It fails when somebody skips a step, and in a shop with multiple techs and rotating seasonal help, the step that gets skipped is almost always the same one: setting the mechanical locks. The hydraulic system holds the vehicle while you raise it; the locks hold it while you work. Raise to working height, then lower slightly onto the locks and listen for both sides to engage. We have inspected shops where the techs had gone years working off hydraulics alone because nobody ever told them otherwise.

The rest of the daily routine is short. Check that all four arm restraints are engaged before the wheels leave the ground. Verify the pads are on manufacturer-designated lift points, not on a rocker panel or a plastic running board. Look at the equalization cables for fraying at the fittings, check the power unit fluid level monthly, and grease the carriage slide blocks on the interval in the manual. Post the daily checklist on the column where people will actually see it. Budgeting, Bids, and Getting It Approved

Municipal purchasing runs on cycles and thresholds, and the practical advice is to start earlier than feels necessary. Lead times on the heavier two-post models can run weeks, freight to a rural address adds time, and if the slab needs work you have a cure period stacked on top. A fleet manager who starts the conversation in January for a summer install is in good shape. One who starts in May is going to be waiting.

Build the request so it survives review. Specify capacity with the GVWR justification attached, specify ALI certification as a requirement rather than a preference, include installation and first-year inspection in the same line item so it does not get value-engineered out, and get the electrical scoped by whoever handles the building — a dedicated 220V single-phase circuit is typical, and three-phase is available on many models if that is what the shop has.
