Before assuming both cylinders need attention, isolate the flow divider or equalizer valve, since a stuck or worn flow control valve produces the exact same symptom as a failing cylinder.
If you swap the flow divider and the tilt follows the same side, the cylinder is your problem. Reading the Rod and Bore Yourself
